I can’t figure out how to remove this Weinmann lever from my handlebar? There’s not enough space for any tool to grip or move the nut. Any and all help appreciated.

DIY noob here. It looks like the old cable in my Deore XT shifter has somehow worn a hole through this plastic part (photographed). It causes the cable to sit in the groove and jam up the mechanism. Is this shifter salvageable or does it need replacing with something else?
