Thanks all. A 27.2 mm post can be 'persuaded' into the lug but not beyond - it binds in the seat tube. I measured the outside diameter of the seat tube as 29.2mm, including paint. So with that I think the 27mm seat post is likely correctly sized if seat tube is 1mm thickness.
Yeah I did think about bending the lugs back. Would probably require something like a large and long allen key inserted into each individual bolt hole for sufficient leverage. However I think the problem would just recur as the metal would bend back. Might give that a go and see if it avoids...

Does anyone know where I can source the elastomers and top-out rubber for atmosphere balanced RC35s? This version has 2 large elastomers in each leg separated by a plastic washer. I know these forks are ancient, but so is the bike, (and rider)... and we're all still looking good!
