    Yep, levers in that position were banned as they could not be reached from a “normal riding position” My old jubilee mech I have somewhere has a drilled pulley cage from the factory iirc.

    Looks like a Svelto, cheap and cheerful and graced many a Carlton and Raleigh. Worked OK until someone dropped the bike sideways on it lol Spawned the lightest mech of the era and beloved of TT bods.

    By tubeless I guess you mean tubular (tubs) From that era I guess you are after tan wall ? Cheap and cheerful Victoria Rallye might fit the bill.

    Carlton numbering 1968 to 1973 went a bit pants. I wonder if old stock frames ready built went Raleigh’s way for an early Europa. Falcon made some back door frames for Raleigh too when they were short, with the wrap round seat stays.

    Early team Raleigh colours had a yellow head tube, included uk models. As mentioned the number may be under the seat cluster. Might start with a W as Raleigh nicked Carlton frames, usually to kick start production.
