Remove paint, weld and grind/sand into submission. It'll be fine. Edit; Maybe even drill a hole in stress points and weld back. Just don't drill nilly willy as that could make it worse.

Powdercoat is baked at 180c which is hot but has no consequences to the welds. Why not bead blast it, looks amazing on Ti but also on aluminum.

Will this do. Nitto/Miyata seems like that's a bout right seeing your setup. One vgc, other discoloured and had some rusty crud so I sanded and sprayed some leftover black paint to protect. Should come off with thinner (or whateveryjooswouldcallthat)
