You’ll struggle to find anyone to lacquer over powder unless it’s a clear powder but then that creates issues with decals and heat. Are you using water slide or vinyl decals? Or do what I did on my Dekerf and go painted decals? Any wet painter is going to be closer to £300. I still think...

Powder is usually sub £100 and has come on massively. Are you wanting powder or wet paint? Issue is likely that you will be able to buy a nice condition Kula frame for half what a paint job costs so unless your emotionally attached ……
