Is there anyway to pressurise the legs with air to pop them out into a rag?

I can't tell from the photo if this is dirt or damage? (Seat tube above drive side cantilever boss). Also, the exposed steel areas (bottom bracket, crown race and cantilever bosses) look heavily corroded - have you been storing this underwater for an extended period?
