You are correct, it's for a frame fitted pump that sat underneath the top tube. The nipple located into a small hole in the top of the handle of the pump. The valve end of the pump was shaped to fit in the join of the top tube and down tube and so only the one "pump pip" was needed.

A 531c frame isn't the ideal for a tourer, 531st would be more suitable. Saying that I have toured with 531c but it's a bit flexible when loaded up!
