I never heard of broken seat tubes on Attitudes (besides the "normal" cracking around the relieve cut for the seat clamp). I´ve seen you mention this earlier, but AFAIK a number of early Attitudes had incorrectly reamed headtubes (undersized or reamed out too much). Affected frames were not...

As hamster said new screw on freewheels are widely available, but mostly cheap "for e bike" use ones. I mean they work, but on a hope Ti hub I´d think they would be a bit underwhelming. Period correct ones in mtb gearing combos are harder to come by and do not come with HG cogs if you fancy...

The beveled part of the tube is externally machined, I´d guess for weight saving. I had the same problems with a Merlin and ill fitting seatpost, worth to check if the seatpost is up to spec diameter wise. I´ve had a few that were oversized (27.25mm). The slot in the seattube seems parallel...
