You've got the concept correct. As you extract the bolt, it's shoulder presses against the insert to force the arm off. But ..... If the reason you're having issues it that the arm is seized, then you should remove the ring so that the bolt can be removed independently. Then use a proper arm...

That seems about right. I went after an area on the underside of the downtube with some steel wool. At first it gets cloudy looking, but once the clearcoat is off the finish polishes very nicely. I noticed that all the worst corroded spots ended up being the brightest areas after going over...
