Looks like you are correct, definitely a Stronglight lock-nut on that. I hadn't really looked at it and thought it was a Stronglight P3 headset, but then I saw the Torevess print while taking those pictures of the frame.

The wrong with my redder Lejeune is that the head tube is out of alignment by couple of degrees. Don't know how or why, but the fork looks to be straight on all axes so I don't think it's because of a front wheel side-impact.
