I would say you are buying the bike for the Ti bolts and the alu steerer from the forks.
You could be lucky and the stanchions may not be corroded.
 
It's definitely a 96 Judy SL. It's looking a fraction short on travel, although I've seen a lot worse, suggesting it may need new elastomers. As Ben says, the question marks would be over the stanchions and also the damping cartridge.It should be worth something though - e.g., I've seen those top caps sell for £15.
