Very hard to come by these days. This clamps to your seat post via the wing nut and your lovely Carradice saddle bag is supported and does not swing about as much.
Chrome steel construction. Possibly 1960's.

These bag supports are a much underrated piece of kit! I got one on a vintage bike and despite their look, they're really sturdy.
