can this 23.4mm seatpost be made to fit a 23mm seat tube?

Hi
Can this 23.4mm seatpost (see link below) be made to fit in my 23.0mm seat tube on my Vitus Carbone 9? Any advice greatly appreciated as 23.0mm seatposts for the old Vitus Carbone 9's are almost impossible to find....unless anyone has one spare that is?

I've heard of alloy posts been sanded down but never tried it, wouldn't it be easier to shim out a slightly small seat post?

Something like this at 22.2mm plus a beer can shim

Someone with a lathe could remove 0.4mm of metal from the post
