Yes, its all unused.

Rear mech is short cage I think - its 67mm centre to centre between the jockey wheels.

Yes, it comes with two 2.5mm spacers, and the instructions to fit it. I've never fitted one of these personally but I believe with no spacers they fit 73mm shells and you can use the spacers to make it fit a 68mm shell.
