Steerer tube length for 130mm headtube?

Whats the minimum steerer tube length for a frame with a 130mm headtube? Im guessing I need to allow about 20mm for the headset (a-head)?
 
I'd add about 25-30mm for the aheadset and another 35-40mm for the stem. So that's 60-70mm plus your 130mm to give 190-200mm for your steerer.

Of course it all depends on the stack hieght of the headset and your choice of stem.
 
I recently looked at stack heights

Stems come in 40mm which seems to be a standard, some are available in 35mm if you look around, some are also higher than 40mm.

Headset, this really does vary,
M:Part InLine has a low stack height of 24mm, there are lower but I think you need to pay ££ for them
HOPE (old) and many others are quite high at well over 35+
I've noticed a lot of the higher ££ are settling around 28 to 32mm (new HOPE, CK etc.. Cane Creek etc..

BUT just go find out what the headset you want is, then add it to your stem height + the 130mm
- 2 to 3 mm for the compression room on tightening the headset.

So minimum I could see you getting away with is 187mm though restricting you choices a lot.
200mm giving you quite a lot of choice for both components.

Though you get no choice of spacer usage to adjust stem heigh if needed.
