I'm with rogerzilla on this. The old Raleigh headset cups are incredibly hard wearing, they'll run for another 40 years no problem. I'd personally just reuse them with good quality grease and fresh balls.

It was taken back to bare steel, polished up to 800 grit wet & dry paper then given a forced patina (my own blend of chemicals) followed by a lacquer of choice.
Nearly 2 full years on and it's still completely stable and (additional) rust free.
