Would tweaking with a prybar be risky without heat?

Cold setting. It's only bringing the opening of the dropout back into tolerance, less than 1mm of persuasion required.

Cold set might crack the paint in a visible area though, whereas how it is, the axle will take the paint off the inside anyway, just like a file.
If you can bang the back wheel in anyway, then it's not really a problem. And if the paint is super precious, you could file the threads down a fraction on the axle end.
Some top-end hubs have this as standard so you could think of it as an upgrade
