In principle - yes. In practice - no not really. I've seen people riding on modern bikes with brifters and clipless pedals. It's arguably not inthe spirit of the even - but as you say clipless pedals were becoming widespread before the fairly arbitrary cut-off date so it's a slightly vague area.

If you want to enter your bike into the best-in-show competition then that's different. Clips'n'straps, downtube shifters and non-aero cabling are a must for that.
