I'd say something that nice would need stripping and the rust sorting out properly . As it has a Super Record headset and what looks like a Super Record front derailleur also Campag hubs , cant see if they're Record {do they have the little clip in the middle?} I'd guess that is what it had on originally . So if the headset is ok use that as a guide and cover it in Nuovo or Super . It looks like the bottom bracket needs sorting , the arms are very close to the shell from the angle in that picture .
If Campag is too pricey , go with Shimano 600 tri colour , it's cheaper , works well and wouldn't look out of place .
Good luck , it's a lovely looking frame

Given the frame's vintage, late '80s Campagnolo groups like Chorus or even Athena would be appropriate also and would be less money than SR, CR, CdA. Also, the Athena rear mech outclasses in performance all the more expensive inline Campagnolo mechs of the same era at about half the cost while still having good aesthetics, but with a little more weight (which can be reduced if needed).
