This bike is a Vittorio Strada randonneur. The bike is built bij Jan Groot from Alkmaar. There are lot interesting solutions.

The rack is one of several later era parts on this bike. The bars are late 80s. The Nitto stem is pretty recent as well.
 
Is it a zaskar? 😝🤣
Seriously though, I quite like it! Are the bars scott? They look like the dropins but I can't see them well enough
 
They say Specialized, but I wouldn't be surprised if they were made bij Nitto for Specialized.
 
This is one of the most interesting bicycles made by Vittorio, I think. I have a modest Reynolds 501 randonneur frame by Vittorio, and I wondered if you know how to date it, @Elev12k ? Is there any information available on frame numbers by Vittorio?

Ok, thank you. I tried on the "oude fiets" forum and it is probably 97/98. I was hoping for a list of frame numbers through the years like there is for the Gazelle race department, but doesn't seem available.
