Does that groove on the steerer go all the way around?

No - it's about 5 or 6 cm around, and is deeper on one side than the other.

the steerer is too short. is replaceable?

I wouldn't know how to replace it, but I think you can still buy new steerers from Amp Research themselves:

I've bought stuff from them before and they charge $15.00 postage to the UK. Probably best to contact them for advice on the steerer tube.
