Who is Kevin Hughes? I have his Cannondale SM2000

Picked up this interesting frame / fork off of a friend today. The mystery is who, Kevin Hughes is. After some google searches, I see there is one Kevin Hughes who has some race results and times listed on a website but nothing going back into the 90's. Long shot here but can anyone shed some light on the history of this frame?
