Correct me if I misinterpreted your post - the lower cup that is pressed into the headtube fit loosely?
If so, it’s worth removing and rotating it 90 degrees. Clean up any burrs in the headtube...
I love canti’s, particularly the look of ‘em. Of course I’m old now and avoid mud and rain. Canti’s were all I knew when I rode aggressively. A good tuning with the hanger as low as possible, fresh pads and a brake booster stops my old fat butt in time.

If you’re willing to spend, Maguras really are fantastic. Otherwise a brake booster on just about any reasonable canti set will provide good braking power. The M737 and M560 canti’s have always done it for me.
