T-cut may work, did on a car my dad had, red but really sun faded. Depends really on the paint, sometimes it just is faded and can't be brought back, often the case with fluro colours. You've got nothing to lose, won't make it look worse unless you polish too hard and cut through the colour...

Try looking up shoulder bolts online with the dimensions you need. Thread pitch is important too. I did buy a full kit for a specialized a works enduro of 2007 vintage from specialised directly, they were happy to help with getting a kit with the right bolts, but they was around 5 years ago.

Doesn't matter which way round you fit the clamp on the seat tube. I like to align mine with the slot where possible for some OCD reason I've never figured, but the stars don't always align and it is fine not to.
